Sun Maolin, the General Manager of Shougang Co., Ltd., delivered a work report titled "Focusing on Value Creation, Comprehensive Benchmarking, and Striving to Achieve a New Beginning for Shougang's Development in the 15th Five Year Plan".
Regarding the completion of tasks by 2025, Sun Maolin reviewed the achievements of 2025 from five aspects: "strengthening the implementation of business policies, continuously enhancing development resilience", "strengthening the ability of" manufacturing+service ", continuously improving development advantages", "deepening the practice of" one leading and two integrating ", continuously strengthening development momentum", "strengthening risk compliance management, continuously consolidating development foundation", "strengthening the construction of the workforce, and continuously revitalizing development vitality".

Regarding the achievements of the 14th Five Year Plan and the main goals of the 15th Five Year Plan period, Sun Maolin pointed out that since the 14th Five Year Plan, Shougang Group has repeatedly focused on the "six foundations", continuously made efforts around the "ten strategic indicators" and "ten strategic tasks", rigidly fulfilled the planned tasks, fully implemented the reform tasks, and supported economic growth with key projects. The overall completion of the plan meets expectations.
Sun Maolin pointed out that the "Fifteenth Five Year Plan" period is a critical period for the basic realization of socialist modernization, laying a solid foundation and making all-round efforts. It is also a critical period for Shougang to accelerate reform and development and strive to create a scene of Chinese path to modernization on the new journey of Shougang. We must resolutely implement the decisions and deployments of the group party committee, and always prioritize promoting high-quality development. During the planning period, we will continue to adhere to the development vision of "building a steel listed company with global competitiveness and influence" and the development positioning of "world-class high-end steel material service provider", and complete various target tasks.
Focusing on the work priorities for 2026, Sun Maolin emphasized that 2026 marks the 105th anniversary of the founding of the Communist Party of China and the inaugural year of the 15th Five-Year Plan, making it highly significant to do a good job in this year’s work. Achieving a sound start to the 15th Five-Year Plan will not be easy and requires arduous efforts. We must focus on our core businesses and strategic products to drive economic growth; focus on the market and costs to improve quality and efficiency; focus on cash flow, resource allocation and asset structure to enhance operational quality; and focus on compliance management to strengthen risk control.The overall requirements are as follows: guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and its plenary sessions, as well as the Central Economic Work Conference, earnestly follow the work requirements of the Group Party Committee and the decisions and deployments of the Company’s “Two Sessions”, uphold Party building as the guide, deeply practice the “One Guidance, Two Integrations” approach, firmly implement the “Eight Focuses” operational principles, concentrate on value creation, conduct comprehensive benchmarking and improvement, solidly advance the development of operational entities, strengthen industrial operation and capital operation, promote effective improvement in quality and reasonable growth in quantity, and strive to achieve a sound start to the 15th Five-Year Plan.
After proposing the arrangement of the main tasks and indicators for the whole year, Sun Maolin requested to focus on the key work in 2026,

To establish 2026 as the benchmark year for improvement, focus on the five elements of "cost, efficiency, quality, products, and services", further narrow the cost gap, tap into the potential of efficiency, and forge the long board of quality.
- Persist in upholding integrity and innovation, and expand the development space of enterprises. We should take the path of "one leading and two integrating" to enhance the overall efficiency of the innovation system, seize structural opportunities, strive to form new growth points, and achieve high-quality growth. - Adhere to risk control and coordinate enterprise development and safety. In his concluding speech, Wang Lifeng, Secretary of the Party Committee of Shougang Group, pointed out that this meeting is based on the critical period of the beginning of the "15th Five Year Plan" and the deep adjustment and transformation of the industry. We should actively explore integrated solutions of "product+service+technology", deepen joint research and capital cooperation with strategic customers, and cultivate new business growth poles.
